A method and apparatus for transferring between a network based on 3GPP and a non-3GPP network are described, where a policy update is requested from a new gateway. A confirmation of the policy update is sent, from the function of rules and collection policy (PCRF), to the data network gateway in 3GPP packets (the PDN GW). The new gate also confirms the policy update to the gate currently in service. Tunnel endpoints and radio resources are released between the PDN GW and the evolved packet data gate (ePDG) and, consequently, release resources previously used by the wireless reception / transmission unit (WTRU). A confirmation of release is sent from the gate in service to the PCRF, which confirms that the policy update process is complete. The method can be used to transfer between 3GPP networks and non-3GPP networks and vice versa. The method and apparatus can be implemented in the S2b or S2c interfaces.
