Method and apparatus for delivering voice / data services within a piconet that operates through a limited range or through a WLAN that communicates with 3GPP devices by reformatting data in IP format before delivering it to the WLAN. The service is a message service (SMS). Upon receiving an SMS message, relevant routing information is retrieved. A PDG address is identified for the SMS message and sent to the PDG address that identifies the WLAN user equipment (UE) to receive the SMS and reformats the SMS message in IP format (text or encapsulation) to deliver to the UE . A protocol architecture is provided for SMS delivery via WLANs, in particular, for SMS based on UMTS / CDMA via WLAN through two alternative mechanisms, that is, SMS tunneling and SMS proxy, for protocols for delivery of SMS through the WLAN. This improves the 802.11 standard in the context of UMTS and CDMA 2000, as well as other scenarios.
