Disclosed are a method and device for transmitting on an uplink control channel. A user equipment (UE) receives downlink data scheduled by a network device via a downlink control channel where the downlink control channel is a downlink control channel corresponding to a service cell the service cell is a service cell in at least two service cells allocated to the UE and the at least two service cells comprise one main service cell and at least one auxiliary service cell. The UE selects identification information on the basis of the downlink control channel. The UE utilizes the selected identification information to generate a physical uplink control channel (PUCCH) corresponding to the downlink data and transmits the physical uplink control channel on a channel resource of the physical uplink control channel. The solution implements multiplexing of same PUCCH channel resources among multiple network devices and obviates the need to learn in real-time scheduling states of downlink data of other base stations.
