Disclosed in the present invention are a transmission method and device for control signaling. The method comprises: determining that the physical downlink shared channel (PDSCH) of a non-backward-compatible component carrier is based on a non-pre-encoding matrix indicator (non-PMI) feedback transmission scheme of the user equipment response signal (UERS) or based on a UERS feedback transmission scheme of up to 8 layers; transmitting a downlink control information (DCI) to the user equipment said DCI being used to indicate the determined PDSCH transmission scheme. The device comprises a determination module and a first transmission module. By means of determining that the PDSCH of a non-backward-compatible component carrier is based on a non-PMI feedback transmission scheme of the UERS or based on a UERS feedback transmission scheme of up to 8 layers and indicating same to the UE the embodiments of the present invention are able to expand the application scenarios of the non-backward compatible carrier component increase the spectrum utilization of the system and also prevent a decrease in system capacity caused by restrictions on the application scenarios of the non-backward compatible carrier component.
