Provided are a method and equipment for initializing a cognitive system supported by a Cognitive Pilot Channel (CPC), and a system therefor in embodiments of the present invention. Implementation of the method includes: sending a request message for initializing a frequency to a CPC AP; receiving a response message for initializing the frequency sent by the CPC AP and the message including description information of dedicated CPC resource; broadcasting BS cognitive information and description information of an uplink access channel to a terminal on the channel indicated by the description information of the dedicated CPC resource; receiving the cognitive information of the terminal on the dedicated CPC resource, and determining a working frequency according to the cognitive information of the terminal and sending the determined working frequency to the terminal; establishing a link with the terminal on the determined working frequency. With the method, broadcasting ID from a BS to terminal is avoided, and complexity for system implementation is reduced because that locating technologies is not needed.
