1. A method of transitioning to a standby mode of a voice call to a circuit switched domain (CS), comprising the steps of: receiving, by the base station, an indication of the transition to a standby mode with circuit switching (CSFB) from a mobility management entity (MME), moreover, the CSFB indication is used to instruct the base station to initiate the CSFB handoff, in response to the CSFB indication, by the base station, it is decided to instruct the MME to initiate the handover procedure from the packet switching (PS) to the CS, transmitting by the base station, a handover request message in the MME, wherein the handover request message is used to instruct the MME to transmit the handover request message from PS to CS to the mobile switching center (MSC), a handover command message is received by the base station from the MME, and transmitting, by the base station, a handover command message to the called user equipment (UE) .2.
