The present disclosure relates to a communication method for fusing a 5G communication system for supporting a higher data transmission rate than a 4G system with an IoT technology, and to a system thereof. The communication method of the present disclosure can be applied to intelligent services (for example, smart home, smart building, smart city, smart car or connected car, health care, digital education, retail business, security and safety-related services, etc.) based on a 5G communication technology and an IoT-related technology. According to the present invention, disclosed is a method for efficiently controlling network congestion for each antenna beam by measuring an overhead subframe to determine which beam a terminal uses to communicate with a transmission/reception point, and providing a backoff indicator for each beam when transmitting data by generating a beam in a high frequency region in order to secure a wide frequency bandwidth in a next generation mobile communication system.
