A method and apparatus for controlling optimization of a handover procedure between a Universal Terrestrial Radio Access (UTRA) Release 6 (R6) cell and a UTRA Release 7 (R7) cell is disclosed. When a wireless transmit / receive unit (WTRU) moves between an R6 cell and an R7 cell, or between R7 cells, a handover is initiated from the source Don-B to the target Node-B. In the R7 cell, includes flexible radio link control (RLC) protocol data unit (PDU) size and fast medium control access (MAC-hs) segmentation and multiplexing of different priority queues. Enhanced Media Control Access (MAC) is supported. After handover, the MAC layer and / or RLC layer are reconfigured or reset based on the functionality supported by the target Node-B.
