A method and apparatus are disclosed for transmitting a channel quality indication (CQI) over a shared channel without having a dedicated channel assigned for a wireless transmit / receive unit (WTRU) and while the WTRU is in the Cell_FACH state. The WTRU performs the measurement of one or more parameters and generates a CQI based on the measurement. The WTRU then sends a CQI on the Random Access Channel (RACH). CQI may be transmitted using the RACH preamble. A plurality of signature sequences may be divided into a plurality of groups. The WTRU may select one group based on the CQI to transmit the RACH preamble and randomly select one of the signature sequences from the selected group. The CQI may be attached to the RACH preamble. The CQI may be transmitted via the control portion or data portion of the RACH message.
