A method for performing HARQ buffer management is disclosed. The HARQ buffer management method is a new approach of buffer overflow management that allows a mobile station, rather than a base station, to control the size of its buffer. HARQ buffer management reports the buffer size, buffer occupancy status, and buffer overflow to the base station to facilitate effective communication between the base station and the mobile station.
