An RACH(Random Access Channel) message response method, an RACH message transmission method, and a UE(User Equipment) supporting the same are provided to use radio resources efficiently by adaptively adjusting the Tx power of an RACH response message according to a UEs channel measurement result. A UE transmits an RACH preamble to a node-B(610). If the node-B receives the RACH preamble exactly, the node-B transmits a positive response to the UE(620). In case the node-B fails to receive the RACH preamble or receives it inaccurately, however, the node B transmits a negative response to the UE. Receiving the positive response from the node-B, the UE transmits an RACH message to the node-B, including a CQI(Channel Quality Indicator) for the node-Bs downlink channel(630). In this case, the RACH message can contain one or more L2 PDUs(Layer-2 Protocol Data Units). Using the CQI contained in the RACH message, the node-B executes AMC(Adaptive Modulation Control) or power control(640). Then, using the Tx power adjusted according to the CQI, the node-B transmits an RACH response message to the UE(650).
