PURPOSE: A device of measuring a signal for handover in a mobile communication system is provided to change resources such as time slots and codes used in a UE(User Equipment) for inter frequency or inter-RAT(Radio Access Technologies) measurement in a section of measuring inter frequency or inter-RAT, thereby using sufficient length of the inter frequency or inter-RAT measuring section. CONSTITUTION: A frame is composed of the first sub frame(801) and the second sub frame(802). When inter frequency or inter-RAT measurement is necessary in the one frame, measurement sections(803,804,805) are supplied. The measurement section(804) has at least 5 consecutive time slots including transmission sections of a DwPTS(Downlink Pilot Time Slot), a GP(Guard Period), and a UpPTS(Uplink Pilot Time Slot) after a time slot(811), and averagely has a longer measurement section while UEs are located in optional time slots of uplink/downlink transmission channels. When considering consecutive frames, the measurement sections(803,805) use two time slots before a time slot(810), including 3 time slots after a downlink time slot(813) and transmission sections of the DwPTS, the GP, and the UpPTS, and have longer measurement sections while the UEs are located in the optional time slots of the uplink/downlink transmission channels.
