A technique for providing categories of applications on a mobile device is disclosed. The wireless network element may communicate application specific congestion control (ACDC)/application and service access control (ASAC) information for data communication to the mobile device. ACDC/ASAC information may include application categories in a preconfigured list. Each application category may include a set of applications permitted to access the wireless network from a mobile device during at least one defined state level. The wireless network element may activate ACDC/ASAC for one or more health levels while the capacity threshold of the wireless network is exceeded. The wireless network element may allow a set of applications for the selected application category to communicate with the wireless network when ACDC/ASAC is activated based on one or more status levels for the selected application category.
