A method and apparatus for multiple radio access technology (multiple RAT) access mode operation of a wireless transmit / receive unit (WTRU) is disclosed. The WTRU and the network may be configured to perform the following functions: a WTRU subscription; a WTRU service agreement; a roaming state of a WTRU; a selected access point name (APN); an Internet protocol (IP) flow class; a WTRU subscriber profile identity; Enabling the operation of multiple RAT access modes based on at least one of proximity indications indicative of proximity to a supporting cell. The WTRU may send a capability indication to the network for support of multiple RAT accesses, where multiple RAT access modes are enabled based on the capability indication. A partial handover of the bearer can be performed. In performing handover, the target cell is determined according to a priority rule.
