A method and apparatus for generating RLC PDUs prior to E-TFC selection for a MAC PDU to include RLC PDU (s) is utilized. The device may be configured to generate RLC PDUs in advance for transmission at the next TTI. This scheme prevents high peak processing requirements due to intense delay constraints if any RLC PDUs contained in the MAC PDU have to be generated after the determination of the size of this MAC PDU, i. E. After E-TFC selection. The method and apparatus maintain a pproximate match between the size of the RLC PDU and the size of the MAC PDU in which it is included. Maintaining this approximate match ensures that the RLC PDU error rate due to HARQ residual error is low. This approach can be designed as semi-radio aware or wireless-aware using delay.
