A wireless transmit / receive unit (WTRU) determines whether (1) the WTRU is currently transmitting as much scheduled data as allowed by the Serving_Grant, (2) whether the WTRU has enough power to transmit at a higher data rate, and (3) determine, based on the same power offset as the currently selected E-TFC, whether the total E-DCH buffer status (TEBS) is required to be transmitted by more than a predetermined period as a ratio of the current process to the current Serving_Grant . If the criteria (1) to (3) are met, the WTRU sets the happy bit to unhappy . If MAC-i / is configured, the WTRU identifies an E-TFC with a transport block size at least x bits larger than the transport block size of the currently selected E-TFC, and based on the same power offset as the currently selected E-TFC The criterion (2) is evaluated by determining whether the identified E-TFC is supported.
