A method and apparatus for enabling Short Message Service (SMS) and Supplementary Service (SS) in an LTE network via Evolved Packet System (EPS) Mobility Management (EMM) over an LTE control plane is described. In one embodiment, a radio resource control (RRC) access signaling radio bearer (SRB) is used for SMS and SS transmissions across the LTE control plane between a wireless transmit / receive unit (WTRU) and a mobility management entity (MME). The EMM interface and primitives are defined for operation towards SMS and SS entities to enable SMS and SS services in LTE over LTE control plane media. A message format for sending SMS and SS messages to send SMS and SS messages in EMM uplink (UL) non-access layer (NAS) transport and downlink (DL) NAS transport messages is also disclosed.
