A method for implementing a fallback procedure from a packet switched (PS) radio access technology (RAT) to a circuit switched RAT is disclosed. A paging message is received at the wireless transmit / receive unit via the PS RAT. The paging message includes a WTRU identifier and an area indicator, and the area indicator indicates whether the paging message is associated with a service on the CS RAT. If the WTRU identifier in the paging message matches the stored identifier of the receiving WTRU, a fallback procedure due to the CS RAT is performed. The WTRU responds to the paging message using the CS RAT-based identifier assigned to the WTRU.
