A method and apparatus for transmitting uplink feedback information by a WTRU in Cell_FACH state is disclosed. Uplink feedback information, such as channel quality information and hybrid automatic retransmission request (HARQ) acknowledgment / negative acknowledgment (ACK / NACK) information, may be transmitted to the UTRAN by a wireless transmit / receive unit (WTRU). An E-DCH resource for UL transmission is received, an assignment of non-competitive access is received, and a configuration from a network for sending UL feedback information is also received. In another embodiment, uplink feedback information is sent based on the presence, explicit and implicit trigger of at least one predetermined condition.
