Embodiments of the present application disclose reference signal processing methods, network devices, and terminal devices in order to reduce the activation of measurement gaps and thereby reduce data reception and transmission of terminal devices. The reference signal processing method provided in the embodiments of the present application is a step of determining a reference signal to be measured configured for a terminal device and at least one bandwidth portion BWP configured for the terminal device by the network device. And the frequency domain position of the reference signal is within the bandwidth range of at least one BWP, the step and network device generate the reference signal configuration information based on the reference signal to be measured and to the at least one BWP. It includes a step of generating BWP configuration information based on it and a step of transmitting reference signal configuration information and BWP configuration information to a terminal device by a network device.
