To provide an improved handover procedure in a communication system for a mobile node which exchanges only small data.SOLUTION: Only when it is determined that data connection is established by a UTRAN(Universal Terrestrial Radio Access Network), data connection corresponding to data connection of an LTE(Long Term Evolution) network is established by the UTRAN during handover (in addition to signaling connection corresponding to signaling connection of the LTE).
