PROBLEM TO BE SOLVED: To effectively and efficiently provide control information of a radio system to a plurality of mobile stations.

SOLUTION: A broadcasting pointer channel (BPCH) is used for identifying a type of control information applied to a predetermined frame structure such as a sub frame a frame or a super frame or relative position. The sub frame (or the frame or a super frame similar to a frame segment entity) includes system control information segment corresponded to the BPCH and the control information so as to be residence. The system control information segment includes any number of number control information blocks. The control information block to be existed is corresponded to a specified type of control information. The BPCH is used for identifying the relative position of various control information when it is required or desired in the type of the control information existed in the corresponded system control information segment.
