A technique for using an Open Mobile Alliance (OMA) management object (MO) to control congestion in a mobile network is described. A new type of OMA MO for Application Specific Access Control (ASAC) may include Internet Protocol (IP) flow descriptions that can be used to characterize applications with high granularity. A priority may be assigned to an IP flow based on the IP flow description. The user equipment (UE) may receive such OMA MO, and may further receive application restriction information related to the congestion level in the mobile network to which the application of the UE desires connection. The UE may include a connectivity manager (CM). The CM determines whether or not the application should be allowed to establish a connection with the mobile network based on the priority level of the IP flow associated with the application and the application restriction information.
