PROBLEM TO BE SOLVED: To provide a device, a system and a method for managing the circuit switching fall back requests.SOLUTION: In a wireless transmission/reception unit (WTRU), the service request procedure for circuit switching fall back (CSFB) is performed, and non-establishment of fault expansion packet system (EPS) bearer context is determined. When all the EPS bearer contexts associated with packet data network (PDN) connection are locally non-activated, the WTRU is driven into a state of EMM-DEREGISTERED. In the state of EMM-DEREGISTERED, the WTRU responses to the service request procedure, re-selects a circuit switching domain, and continues the circuit switching service.SELECTED DRAWING: Figure 1
