PROBLEM TO BE SOLVED: To secure resources for traffic data in a radio link.SOLUTION: A mobile station receives downlink control structure information on a first carrier, and the downlink control structure information indicates that control information on the mobile station is on a different second carrier. The mobile station decodes the control information on the second carrier, and the control information specifies how to allocate resources in a radio link of the mobile station.
