A method and apparatus for triggering and synchronizing a machine type communication (MTC) device is described. The MTC device can operate in a time-controlled mode, where the MTC device attaches to the network at a specified interval and reports to the network. The time control mode may include two time control periods, a reporting period and a control period. A method for communicating the reporting period and the control period between the MTC device and the network or MTC server is also described. These periods can be communicated on the application layer using the MTCsp interface or via the MTC configuration by the MTC server. In addition, the trigger period is non-increasing by extending the discontinuous reception (DRX) period or by defining new system information block (SIB) information so that the network can transmit the period on the broadcast channel. It can be transmitted via the access layer (NAS) layer.
