In a wireless telephony communication system having multiple base stations (401, 402, 403) and multiple user equipments (411, 412, 413), the primary serving base station can generate zero energy at the inter-cell CRS resource element (RE) location. The provided PDSCH (physical downlink shared channel) (ie, the muted PDSCH) is transmitted. Within the first physical resource block (PRB 0), the RE position in the frequency domain is indexed between 0 and 11.
