Abstract
The present invention introduces a system, apparatus and method for reducing the consumption of network resources and mobile phone resources. When the mobile phone is connected to the device, it indicates its status in a tracking area update message. The network can then understand from the status notification that the mobile phone can deliver packets to the device, thus allowing the server to initiate communication. The absence of the status notification indicates that the cell phone is not capable of delivering packets to the device, and these networks do not allow the server to initiate communication.
