A method and apparatus for a time-based FANR {fast positive ACK / NACK (acknowledgement / negative acknowledgement) response} operation using enhanced general packet radio service 2 uplink (HUGE) is disclosed. A WTRU (wireless transmit / receive unit) is set so that downlink FANR operation and EGPRS-2 mode uplink transmission do not compete. The EGPRS-2 mode MCS (modulation and coding scheme) can be limited to MCS including at most two RLC data blocks. Alternatively, if the EGPRS-2 mode contends, more than two PAN {piggybacked ACK / NACK} bits can be used for time-based FANR. Alternatively, the at least one PAN bit can indicate ACK / NACK for a group of RLC data blocks. The number of PAN bits for time-based FANR operation can be set by the network. Downlink FANR operation can be dynamically switched between time-based and SSN-based.
