Disclosed are methods and apparatus for indicating a temporary block flow (TBF) to which a piggyback acknowledgment / negative acknowledgment (PAN) field is directed. A sequence can be generated from the temporary flow identification (TFI) to which the PAN field is directed and masked with a PAN inspection sequence (PCS). A radio block including a PAN field and a masked PCS is transmitted. The PCS can be masked with one of the TFIs selected according to pre-agreed rules. The secondary identifier may indicate the TBF to which the PAN field is directed. A special value can be used to represent all allocated TBFs, and the secondary identifier may indicate the TBF to which the PAN field is directed. A special value for the PAN field that indicates an action that affects the group of receiving stations listening to the radio block can be used for control purposes.
