A reverse link speed control method and apparatus provides a first speed control command as a primary speed control for general outgoing control of the reverse link speed of one or more mobile stations. The first speed control command includes, for example, a periodically transmitted common speed control command, which is generated as a function of the load of the control command reverse link and whose service requirement is the target reverse link.
