A method for performing a data allocation process for programmed data, unscheduled user data and unscheduled control data by obeying the restrictions on the use of resources defined by a programming concession and an unscheduled concession to transmit programmed data or unscheduled data on the uplink channel within a transmission time interval, the method comprising the following steps: restricting an unscheduled grant to a subset of a plurality of HARQ processes that thus activate the HARQ processes of said subset for transmitting unscheduled user data, according to which the restriction deactivates the remaining HARQ processes of the plurality of HARQ processes to transmit unscheduled user data, but does not deactivate any HARQ processes for transmitting unscheduled control data. multiplexing (1304) the programmed data, the unscheduled user data and the unscheduled control data in a protocol data unit of the transport channel for transmission over the uplink channel using one of the plurality of HARQ processes of agreement with the programming grant and the unscheduled grant therefore taking into account whether the HARQ process is active for the transmission of unscheduled user data, and provide the protocol data unit for transmission (1305) on the channel of the uplink in the next transmission time interval for the HARQ process.
