The invention provides a beam processing method, a base station and a terminal, wherein the method comprises the following steps: receiving a first beam report reported by a terminal, wherein the first beam report comprises identifiers of a first preset number of transmitting beams; selecting a second preset number of transmitting beams from the first preset number of transmitting beams according to terminal capability information or receiving beam group identifiers corresponding to the transmitting beams and included in the first beam report, wherein the first preset number and the second preset number are both greater than or equal to 2; and sending the information of the second preset number of transmitting beams to the terminal, and transmitting a control channel and a data channel through the second preset number of transmitting beams, so that the link recovery speed can be increased, the time delay caused by link recovery can be reduced, and the user experience can be improved.
