Embodiments include methods and apparatus for designing, constructing, and selecting a base mode and associated control signaling for network-independent direct device-to-device (D2D) communication. Embodiments include a Wireless Transmit and Receive Unit (WTRU) selecting and transmitting a base mode in a scheduling period when a number of Medium Access Control (MAC) Protocol Data Units (PDUs) is greater than a number of MAC PDUs that a predetermined base mode family can support. Embodiments may include the WTRU selecting and transmitting a base mode in a scheduling period when the number of MAC PDUs is less than the number of MAC PDUs that the predetermined base mode family can support. In addition, embodiments may include the WTRU selecting one or more base modes to minimize interference to other communications and efficiently use resources.
