Embodiments of the present invention relates to a spectrum allocation method and device. The device comprises: a first base station determining according to first broadcasting information sent by at least one second base station a using situation of a preferential frequency band of the at least one second base station; and the first base station determining according to the using situation of the preferential frequency band of the at least one second base station using of the first base station on the preferential frequency band of the at least one second base station thereby improving utilization ratio of spectrum resources.
