Describe a kind of method and apparatus for transmitting service request information in congested network.In one embodiment, wireless transmitter/receiver unit (WTRU) can receive the message including timer value, and this WTRU has the intervalometer being set based on described timer value.Upon activation of described intervalometer, described WTRU just can not attempt transmitting the service request information for the MO service in addition to for mobile initiation (MO) urgent call to network, until described timer expiration.In another embodiment, intervalometer can be deactivated in response to receiving the paging called for Mobile Termination (MT).Congested network can include Mobility Management Entity (MME) and mobile switching centre (MSC)/Visited Location Registor (VLR).MME can be activated based on the intervalometer in MME or expire and congestion control criterion is applied to WTRU.
