The invention claims a transmitting and receiving method terminal and base station of uplink control information belonging to the field of wireless communication. Transmission method comprises: calculating the number Q of modulation symbols taken by the to-be-transmitted UCI; dividing the information bit sequence of the to-be-transmitted UCI into two parts; coding each information bit sequence of the to-be-transmitted UCI by RM (32 O) so as to obtain an encoded bit strings with 32 length and matching rate as bit and bits;mapping the two coded bit sequences to the PUSCH and transimitting them to the base station. The invention further comprises a receiving method a terminal and a base station corresponding to the transmitting method. The invention solves the transmission problem with maximum bit number it can make each part of UCI information bit sequence bit (Q/2) * Qm be still capable of obtaining enough coding gain when it is larger than 24 improving the transmission performance of the UCI.
