The invention embodiment claims a switching method user terminal and network side device capable of shortening switch time delay of a control plane and interruption time delay of user plane data. A switch method comprises the following steps: a user terminal obtains timing advance of a target cell before switching and obtains uplink scheduling permission transmitted by the target cell; transmits a switch completion message to the target cell on resource corresponding to the uplink scheduling permission by using the timing advance. Another switch method comprises the following steps: the target cell transmits timing advance of the target cell to the user terminal via a source cell before switching; transmits uplink scheduling permission of the target cell to the user terminal; receives the switch completion message transmitted on the resource corresponding to the uplink scheduling permission by the user terminal by using timing advance.
