The invention claims a channel distribution method user access network control and communication system; the method comprises receiving the first channel parameter information; sending the second channel parameter information for establishing the multi-embodiment service channel to the mobile station MS and initiating the multi-embodiment service channel to the MS. The GANC comprises a first control module for receiving the first channel parameter information from the core network; a second control module for sending the second channel parameter information of the multi-embodiment service channel to the MS according to the first channel parameter information and initiating to establish the multi-embodiment service channel of MS. The system comprises GANC and MS. With the invention it realizes distributing multiple CS channels at the same time for different embodiments of the same service or distributing the CS channel and the PS channel at the same time so as to ensure that it is switched from UTRAN to EGAN successfully and ensure the service quality when the user roams seamlessly.
