The invention claims a method for realizing uplink resource scheduling base station and user terminal; the method comprises the following steps sending uplink resource assigning message which comprises identification information of uplink state and granularity information said granularity information is used for representing the granularity of uplink block and distributed interval said distributed interval is used for representing the sending time interval of each uplink block in a granularity. Adopting the technology project provided by the embodiment of the invention setting distributed interval to represent the sending time interval of each uplink block in a granularity in uplink resource assigning message; after user terminal detects the distributed interval user data can be sent on the uplink blocks which are interval so improving the probability of each uplink block transmitting user data so as to improve the utilization rate of channel resource and avoid the waste of uplink resource.
