A method and apparatus for measuring in a wireless transmission / reception unit (WTRU) including the WTRU operating in a first radio access technology (RAT), the WTRU receiving a list comprising a plurality of RATs, where each of the plurality of RATs is ranked according to a priority, and the WTRU that measures a second RAT based on the priority.
