Abstract
A method and apparatus for mobility management between a radio access technology (RAT) that does not belong to the third generation joint project (3GPP) and a 3GPP RAT that includes the use of services provided through the RAT is disclosed which does not belong to 3GPP. A need to use services provided through the 3GPP RAT is determined and a layer state without 3GPP access (NAS) is entered. 3GPP messages are tunneled to the 3GPP EPC network over the non-3GPP access RAT and a transition is made from the non-3GPP RAT to the 3GPP RAT. A transition from the 3GPP NAS state is carried out and a transition to a second 3GPP NAS state occurs.
