In a wireless communications system that includes at least one evolved Node B (eNB) and a plurality of wireless transmission / reception units (WTRUs), a non-containment-based channel (NCB) is established, maintained and used. The NCB channel is assigned to be used through one or more WTRUs in the system for use in a variety of functions, and the assignment is communicated to the WTRUs. The wireless communications system analyzes the location of the NCB channel according to the needs, and the NCB channel is reallocated according to the needs.
